The Trump administration has launched a federal investigation into Atlanta's Metropolitan Atlanta Rapid Transit Authority (MARTA) system, citing alarming rates of violent incidents and a recent fatal stabbing. Transportation Secretary Sean Duffy announced that the Federal Transit Administration (FTA) will audit MARTA's safety measures for both workers and riders.

Federal Probe Initiated

Secretary Duffy stated that the FTA will examine whether MARTA has adequately implemented its safety plan. This includes assessing measures designed to prevent assaults on transit employees and ensure passenger protection. The investigation comes after MARTA reported one of the nation's two transit-worker assault fatalities in fiscal year 2025. Furthermore, the agency's rate of serious personal-security incidents has reportedly been nearly double the national average since fiscal year 2024.

Duffy expressed his demand for answers from Atlanta regarding the transit system's safety record, highlighting that assaults, robberies, and rapes on MARTA trains are occurring at a rate more than three times the national average.

Fatal Stabbing Incident

The federal probe was triggered, in part, by the recent murder of 66-year-old Margaret Swan, a great-grandmother, who was fatally stabbed on a MARTA train. According to officials, the attack occurred on Saturday, May 30th, around 11:25 a.m. as Swan was traveling northbound from Lakewood Station toward Oakland City Station.

Surveillance footage reportedly shows John Elijah Matthews, 25, of Decatur, Georgia, boarding the same train car as Swan. The video allegedly depicts Matthews approaching Swan, drawing a knife from his pocket, and then proceeding to stab her repeatedly. Prosecutors stated that Swan was stabbed approximately 18 to 20 times in the chest and neck area as she attempted to defend herself. Other passengers fled the scene and alerted authorities.

Matthews was subsequently charged in a federal criminal complaint with committing an act of violence on a mass transportation system with intent to cause death. He also faces local charges of felony murder. The U.S. Attorney's Office for the Northern District of Georgia is involved in the prosecution, and Acting Attorney General Todd Blanche will decide whether to pursue the death penalty if Matthews is convicted.

Investigation Scope and Requirements

The FTA's audit will also scrutinize MARTA's strategies for crime reduction and fare evasion. Additionally, investigators will examine how the agency has utilized federal and other funds allocated for enhancing passenger and worker security.

Secretary Duffy has given MARTA 15 days to submit requested safety plans, assault reports, training records, and other relevant documents to the investigators.

The fatal attack on Swan was not the only recent stabbing incident on MARTA property; another stabbing occurred at a station days prior.

Details of the Attack

According to an arrest warrant affidavit obtained by Fox News Digital, Matthews boarded Train Car 134 at 11:24:59 a.m. Swan had boarded minutes earlier and was seated alone. Surveillance video allegedly shows Matthews moving near Swan, drawing a knife at 11:25:26 a.m., and then initiating the attack. The affidavit details that Matthews allegedly sliced Swan's throat and then continued to stab her approximately 18 to 20 times while holding her arm. After the assault, Matthews allegedly threw Swan to the floor and remained near her until the train arrived at Oakland City Station at 11:27:05 a.m. He then allegedly exited the train, still holding the knife, and walked towards the north end of the platform.

MARTA police officers apprehended Matthews on the platform. According to the affidavit, he was found with a bloody folding knife and blood on his clothing. Matthews reportedly informed authorities that he did not have a current address or phone number. Emergency medical aid was provided, but Swan was pronounced dead at the scene.
