Former Gambling Commission CEO Andrew Rhodes Joins Hawkbridge Advisory

Andrew Rhodes, the former Chief Executive Officer of the Great Britain Gambling Commission, has joined Hawkbridge, an international strategic advisory firm that focuses on the betting industry. This move comes just over a month after Rhodes concluded his tenure at the Commission, a departure initially announced in February.

Rhodes' transition to Hawkbridge had been anticipated, with reports in March indicating discussions about his potential involvement with the London-headquartered firm. The Commission had previously stated that Rhodes had informed them of his intention to work within the wider sector and had been transparent about his plans.

Hawkbridge confirmed Rhodes's appointment as a consultant, stating he will provide advice on international regulatory strategy, government and regulatory engagement, governance, and operational standards. Bahar Alaeddini, co-founder of Hawkbridge, highlighted the firm's mission to offer operators, suppliers, investors, and boards "sharp, pragmatic counsel on the questions that sit above legal advice and beyond commercial diligence."

Rhodes's extensive experience as the Gambling Commission's CEO for five years positions him well to advise on these critical areas.

Key Developments During Rhodes's Tenure

Rhodes assumed leadership of the Gambling Commission during a significant period, coinciding with the review of the 2005 Gambling Act. He joined in June 2021, as the Department for Culture, Media and Sport (DCMS) had already initiated the review in December 2020. His appointment followed Neil McArthur's departure as CEO, amid political scrutiny regarding the Commission's handling of the Football Index collapse. Reports at the time suggested the Commission had received warnings about Football Index's business model before its failure.

The Gambling Act review was arguably the most defining initiative during Rhodes's time at the Commission. This three-year process culminated in a White Paper published by the DCMS in April 2023 and sparked considerable public discussion on gambling and its societal effects. Key topics of debate included:

  • Stricter affordability measures
  • The introduction of operator levies to fund research and treatment
  • The potential ban on advertising across all media
  • Enhanced player protection measures
  • The future of the 2005 Gambling Act

These issues remain central to ongoing political and regulatory discussions in the UK gambling landscape. Affordability checks, for instance, have been a subject of extensive debate, with the Commission yet to decide on the implementation of Financial Risk Assessments (FRAs), a more rigorous form of affordability check, following the introduction of lighter-touch Vulnerability Checks in February of the previous year. The absence of permanent leadership at the Commission may have contributed to these delays. The Commission is currently operating under the interim leadership of Sarah Gardner, Acting CEO and former Deputy CEO, who also served as Acting CEO between McArthur and Rhodes from 2020 to 2021.

National Lottery Licence Contest

Beyond the Gambling Act review, Rhodes also oversaw the competitive tender for the fourth National Lottery Licence. This process concluded in March 2022 with the awarding of the contract to Allwyn, marking the first time since the lottery's inception in 1993 that the contract was not held by Camelot UK. The Commission's decision led to legal challenges from Camelot UK, IGT, and Richard Desmond's New Lottery Corporation. Camelot dropped its claims in September 2022, and IGT followed suit in July 2024. The High Court recently ruled in favor of the Commission and Allwyn against Richard Desmond.

Rhodes's tenure at the Commission was marked by significant events and evolving regulatory landscapes. His new role at Hawkbridge means he will be advising on navigating regulatory frameworks and policies that were shaped during his leadership, including affordability measures and the upcoming ban on cross-selling bonuses in April 2025.
