Caesars Partners with Wabanaki Nations for Maine’s Online Casino Launch

Caesars Entertainment is poised to enter the burgeoning Maine online casino market, having established new agreements with three Wabanaki Nations. This move signifies a tribal-led partnership model rather than a broad commercial rollout, granting Caesars and DraftKings exclusive iGaming operating rights in the state through their Wabanaki partners.

This development follows Maine’s authorization of online casino gaming in January, making it the eighth U.S. state to permit such operations. Caesars’ involvement in Maine’s regulated gaming landscape is not new, as the company previously partnered with the Houlton Band of Maliseet Indians, the Mi’kmaq Nation, and the Penobscot Nation for Maine’s sports betting market following a 2023 agreement. The newly inked deal extends this established relationship into the online casino realm.

State legislation mandates that gaming operators collaborate with tribal nations, positioning these Wabanaki agreements as the cornerstone of Caesars’ market entry strategy.

Expanding Tribal Partnership

Eric Hession, president of Caesars Digital, expressed enthusiasm for the expanded collaboration. “As we look ahead to the launch of online casino gaming in Maine, we’re proud to expand our partnership with the Houlton Band of Maliseet Indians, the Mi’kmaq Nation, and the Penobscot Nation,” Hession stated. “Together, we’ve built a strong and responsible sports wagering experience, and this next phase reinforces our commitment to our tribal partners and to delivering a differentiated, localized digital gaming experience for Mainers.”

This partnership aims to leverage existing infrastructure and relationships to facilitate a swift launch once final regulatory approvals are granted and the market officially opens. Caesars intends to offer a comprehensive suite of online gaming options, including slots, table games, and live dealer games. The company plans to utilize its established online casino platforms, such as Caesars Palace Online Casino, Caesars Sportsbook & Casino, and Horseshoe Online Casino, within the state.

Caesars highlighted that this venture is also expected to contribute to local job creation and provide financial benefits to the tribal communities involved. This aligns with the broader goals of responsible iGaming expansion that supports economic development within tribal nations.

Tribal Sovereignty and Long-Term Success

Chief Kirk Francis of the Penobscot Nation emphasized the importance of a respectful and committed partnership. “Our experience working together on sports wagering has demonstrated the value of aligning with a partner that respects our sovereignty, understands our communities, and is committed to long-term success for the Wabanaki Nations,” Chief Francis commented. “This next phase represents a meaningful opportunity to build on that foundation.”

The legislative groundwork for this expansion was laid earlier this year. Governor Janet Mills allowed LD1164 to become law on July 15, following the state’s initial authorization of online casino operations in January. While the state has not yet announced a specific launch date for the online casino market, the regulatory framework is in place.

“We’re grateful to Gov. Janet Mills, the Maine Legislature, and the Maine Gambling Control Unit for their continued leadership and thoughtful approach to gaming in the state,” Hession added, acknowledging the state’s regulatory bodies. Caesars also brings significant experience in operating online casinos in other U.S. states, including New Jersey, Michigan, West Virginia, and Pennsylvania, which should streamline their entry into the Maine market.
